Sinosteel Luonai held a bidding work promotion meeting
In order to effectively strengthen compliance management, enhance bidding management work, and fully leverage the important role of bidding in standardized management, cost reduction and efficiency improvement, and clean construction, Sinosteel Luonai organized a bidding work promotion meeting on September 2. The meeting was chaired by Zhang Lixin, Deputy General Manager of China Steel Luonai.

The meeting conveyed the spirit and requirements of Baowu Group on the bidding work, and listened to the summary report of the bidding office of the procurement center on the current situation and existing problems of China Steel Luonai's bidding work. The participating units gave speeches and discussions on how to expand the scope of bidding, simplify the bidding process, and improve bidding efficiency.
Zhang Lixin pointed out that all bases, business departments, and functional departments should unify their thinking, break through habitual thinking, make plans in advance, improve the planning and timeliness of procurement bidding, and firmly establish the business philosophy of accounting and cost reduction; Strictly follow the standardized process to carry out bidding and procurement management work, avoid disrupting the bidding and procurement system and order, and prevent adverse effects and compliance risks; We need to implement "genuine bidding and tendering", achieve top-down linkage, strengthen process control, eliminate exclusion of potential bidders, and prevent illegal and irregular behaviors such as bid rigging and collusion.
Zhang Lixin has put forward requirements for the next stage of bidding work. Firstly, the State owned Assets Supervision and Administration Commission has pointed out that standardizing enterprise bidding and strengthening supervision are key measures to promote the high-quality development of central and state-owned enterprises, enhance the competitiveness, innovation, control, influence, and risk resistance of the state-owned economy. We should actively benchmark and find discrepancies around the 50% bidding ratio target of Baowu Group. Secondly, we must firmly establish a business philosophy of accounting in the procurement field, strictly follow the principles of "all bids must be accepted, all bids must be accepted, and open bidding", strictly adhere to the approval process for non open bidding and non bidding, and make every effort to create conditions for bidding, actively expand the scope of bidding, and make bidding procurement an effective measure to reduce costs and increase efficiency. Thirdly, the management unit should strengthen the management of the contract filing system and improve the account approval mechanism. Strengthen the training on the operation of the filing system, and the business management department should take this issue rectification as an opportunity to effectively enhance business compliance awareness and prevent similar phenomena from happening again. The fourth is to ensure the fairness, impartiality, and openness of the bidding activities. Give full play to the supervisory roles of disciplinary inspection, auditing, etc., and conduct genuine bidding and tendering. The fifth is to establish and improve supervision and assessment mechanisms, strengthen daily supervision and regular assessment of bidding work, and timely discover and correct problems.
